Failure To Protect is the almost unbelievable true story of two employees for the Illinois Office of Inspector General (OIG), the state’s investigative agency created to protect vulnerable populations, and their discovery of how the agency was failing to protect.

When allegations of the failures against the Illinois Office of the Inspector General were brought to the attention of these two employees, they found themselves standing alone in their efforts to reveal and correct the failures. When they voiced their concerns to those in positions to fix these failures to protect, they found apathetic and unconcerned individuals who should have raised the alarm bells.

What these employees found is almost too horrifying to believe is true. They found vulnerable populations of developmentally and intellectually disabled people being starved to death, physically abused, sexually abused, and neglected beyond comprehension. These individuals who were voiceless and defenseless against the abuse and neglect they were suffering, only had one hope of protection, the Office of the Inspector General. However, decisions were being made by indifferent agency bureaucrats and greedy corporations, and through callous interpretations of the law to not intervene, the vulnerable people suffering were left without help. 

Thanks to the professional investigate journalism by two renowned journalists and swift action taken by multiple members of the Illinois House of Representatives, these failures by the Office of Inspector General were brought to light and exposed, leaving the same two employees who were classified as heroes by the Illinois House of Representatives, alone to deal with the consequences of their selfless heroism.

Failure to Protect reveals the careless failures committed by the Illinois Office of the Inspector General and the horrifying systemic failures to protect the developmentally and intellectually disabled. Most importantly, Failure to Protect discusses solutions to many of these presently occurring failures, and how these vulnerable populations can be protected properly.

Failure to Protect takes the position that state agencies assigned to protect vulnerable populations should do so independently, and without influence or pressure from any entity. Failure to Protect is not an option.
